Chilean prosecutors are investigating Senator Camila Flores over allegations that she systematically demanded cash kickbacks from her parliamentary staff.

The Valparaíso Regional Prosecutor’s Office has launched a formal investigation into Senator Camila Flores, a member of the Renovación Nacional party, over allegations of repeated fraud against the state. The probe follows an anonymous complaint filed in October 2025 accusing the lawmaker of forcing her staff to return a portion of their government-funded salaries.

The Regional Anti-Corruption Unit is leading the investigation, with officers from the Carabineros’ OS9 unit conducting the fieldwork. Authorities have notified the State Defense Council (CDE) of the allegations, though further details remain under seal as the inquiry progresses.

The 'Flores Quota' System

According to reports from T13, the investigation centers on a practice referred to by some congressional staff as the “Flores Quota.” A former collaborator alleged that employees hired through the senator’s parliamentary allowance were required to hand over significant portions of their wages in cash.

Evidence provided to the Public Ministry reportedly includes WhatsApp exchanges showing the coordination of these payments. The documents suggest that Yolanda Olfos, the senator’s secretary, acted as an intermediary to collect envelopes of cash.

One specific allegation involves an employee with a monthly salary of 2.6 million pesos who was allegedly required to return 1.8 million pesos in cash to the senator's office. Investigators estimate the total loss to the state could reach 300 million pesos, spanning a period from 2018 to 2025.

Luis Masferrer, the attorney representing Senator Flores, dismissed the allegations as baseless. He stated that his client has always acted in accordance with the law and intends to cooperate fully with the investigation.

“The senator has always acted according to the law and respecting the right,” Masferrer said. “There is nothing to fear here, and we are going to collaborate with the investigation.”

Masferrer noted that the defense has not yet seen the full content of the anonymous complaint. He added that any staff members requested by the prosecutor’s office will provide testimony if required.
