On Monday, the Chamber of Deputies approved the creation of an investigative commission to look into the acts of violence that occurred during the period of social unrest. The initiative, led by the National Libertarian Party (PNL), aims to determine political and institutional accountability, as well as the potential funding behind the riots.
The vote resulted in 65 in favor, 39 against, and 17 abstentions. The scope of the investigation spans from October 18, 2019, to March 11, 2026, the date of the presidential inauguration.
Focus on ministries and funding
The project seeks to gather information regarding the actions of key government departments, including the Ministries of the Interior, Defense, and Justice and Human Rights, as well as the Undersecretariat for Crime Prevention and the General Secretariat of Government. The PNL caucus maintains that these agencies were involved in the containment and control of the violence.
According to the terms of the vote, the commission will investigate the involvement of various groups—such as hooligan groups, social organizations, students, and NGOs—acting as perpetrators or instigators. The primary goal is to uncover the truth regarding the organization and logistics of these events.
Deputy Hans Marowski, deputy leader of the PNL caucus, stated that it is necessary to "provide transparency to the country regarding the institutions, organizations, and political parties that may be involved in the planning, financing, and street violence." Marowski added that the commission seeks to investigate the institutional response to the events.
Meanwhile, Deputy Pier Karlezi noted that an "impenetrable fog" surrounds the organization and operations of what occurred. "We want to know—and this is not an act of vengeance, but an act of justice—to know who funded these terrorist factions and what methods were used," Karlezi declared.
Following the approval, the Chamber must now determine which lawmakers will make up the commission. Once established, the deputies will have 60 days to submit their final findings from the investigation.
