Jennifer Krystel Castillo Madrid Appointed Head of SAT’s Large Taxpayers Division

The new General Administrator will lead the division responsible for over 50% of Mexico's total tax revenue.

The Mexican Tax Administration Service (SAT) has confirmed a leadership change within its Large Taxpayers General Administration (AGGC). Jennifer Krystel Castillo Madrid has been appointed to lead the division, effective May 1.

Castillo Madrid succeeds Armando Ramírez Sánchez. According to the tax authority, Ramírez Sánchez will not be leaving the agency but will instead transition to a different role within the organization's structure.

This leadership transition comes at a critical time for Mexico's public finances. This economic segment, which accounts for less than 1% of the total taxpayer base, serves as the engine of national revenue, generating more than half of the country's tax income.

Management of this group remains aligned with the guidelines of the "Fourth Transformation" policy. The federal government has solidified a model focused on intensified tax auditing and the permanent elimination of tax waivers for large taxpayers.

Background and Technical Expertise

Castillo Madrid’s professional background is defined by a strong foundation in law and administration. She holds a Bachelor of Laws from the Monterrey Institute of Technology and Higher Education (ITAM), where she also earned her Master’s in Administrative and Regulatory Law, graduating with honors in both programs.

In the fields of research and executive management, the new head is a PhD candidate in Public Administration at Universidad Anáhuac Norte, through a joint program with Sorbonne University in Paris.

Her technical expertise includes diplomas in contract law and tax law. Additionally, she has studied finance and legal auditing, focusing on sanction prevention and the detection of corporate crime.

To complement her leadership profile, Castillo Madrid completed the Executive Management program at IPADE Business School in 2022.
